The education law as a new form of regulation and control to the education becomes a field of regulation and control of law with the popularity and development of education. It is an important mark of the modernization of education depending on the law to give full play to the administration and coordination of education in order that each individual could get well-education.We have achieved great achievements in the fields of compulsory education and the education of teaching staff since the issue of Law of Compulsory Education in 1986. But there exist many a problem in the practice of Law of Compulsory Education and the development of it. For example, it is one of the problems to prevent and affect the whole and effective implement of compulsory education because of the pupils who drop out of school. I have found that the ratio in junior middle school reaches 15.1%, which is based on the investigation and analysis on the situations existing in certain representative regions in the countryside. There are some direct reason causing this problem .The key reasons are as follows: One is disgusting learning (42.8%), another is poverty (22.8%), and the third is the obstacle in learning (11.4%). Based on this analysis, I have made a further research and analysis on the deep-seated cause, I suppose that there are four main factors: "law and policy factors", "internal educational factors", "economic factors" and "the pupils themselves", in which the following three are key factors: "law and policy factors", "internal educational factors" and "economic factors".This paper puts forward the following countermeasures to the control of dropping out of school in junior middle school from some aspects aimed at this problem: 1. To make a perfection of the educational law and strictly carry out the law; 2. To be free of sundry fees, namely, to give compulsory education of absolute free of tuition fees in the impoverished regions; 3.To strengthen the internal administration of education and deepen the reform of education and teaching.
