Over the past few years, non-government schools have been playing an increasing role in the education system of our country. The management of non-government schools , especially its management system as an important research topic in the research of non-government education, has become the key problem of further healthy and steady development of non-government education. The thesis will refer to some superficial exploration on this problem.1.Problems That Face the Macro-Management System of Non-Government Schools and Solutions. The research of the management system of non-government education refers to the exploration on the straightening out of mutual relations between the governments, the society and the schools and the establishing of the system characterized by the macro-management by the governments, widespread participations by all circles of the society and independent school-running by the schools themselves. Currently, in terms of the macro-management by the governments, there still exist inadequate macro-adjustment and-control, lagging-behind policies and laws and regulations, irrational management system, etc. I think that the solutions to these problems are as follows: first, the laws and regulations governing non-government education should be formulated to standardize the behaviors of the parties running the schools and relevant educational and administrative departments according to laws; second, the governments should render appropriate subsidies to non-government education, including direct and indirect subsidies, because in the principle of whoever get benefited are also bound to be the undertakers, both government education and non-government education contribute much to the improvement of nationals' quality; third, intermediary organizations concerned should be set up to undertake such obligations as are separated from the governments while failing to be borne by the schools. Developed countries have been paying much attention to bringing the roles of intermediary organizations into display. Our country also has established some intermediary organizations, but in comparison with internationally intermediary organizations, quite a few problems still exist, such as less specialization, unsatisfactory staffs quality and weak reputation, etc, thus further establishment and perfection of intermediary organizations is necessary.2. Problems That Face the Micro-Management System of Non-Government Schools andSolutions. At the present, there are different forms of the internal management systems of non-government schools nationwide, such as the system of the Board of Directors, President Responsibility System, the system of School Executive Committee, and President Centralization System. All these systems have their respective advantages and disadvantages. Judging from the present situation, the major problems of the current management system are the relations between the Board of Directors and the president, the division of the limits of authorities and so on. Therefore, the formation of the Board of Directors and corresponding establishment of its legal status will provide a system guarantee for the development and perfection of the micro-management system of the non-government schools. The system of the Board of Directors has a long history in the western countries, which are found mainly in non-government schools and a minority of public schools getting transformed in respect of system in our country. As for the two types of schools, the establishment of the Board of Directors will follow international practices while considerations will be given to specific features of the spring-up and development of non-government schools in our country. The Board of Directors of the schools, different from that of enterprises, should ensure that the schools undertake public functions of the society.
