The questions of agriculture, countryside and peasants are always the basic questions in the course of economy and modernization construction in China. While the rural middle vocational and technical education (RMVTE), once played an important role in the continuous development of agriculture, has been confronted with much difficulty such as tight recruitment and bad operation, which has already been paid attention by various circles of the whole society. And some countermeasures had been put forward.Some cognition has basically been untied from angle of macroscopical view and countermeasures have been reduced to the following: agriculture, science and education should be integrated, education be combined with production and teaching courses be reformed. All above are undoubtedly correct, but they tend to focus on some concrete questions relevant to RMVTE and comprehensive analyses are very few as well as the study on feasible measures.By means of documents study, field survey, questionnaires and interview, this paper has made systematic research and conclusion about content of courses, teaching forms, teaching targets, teachers' ability etc of RMVTE in China from point of view of economy, sociology, pedagogy. The attributive factors that influence the development of RMVTE are summarized from angles of school and society. This paper believes that the development of RMVTE be a complicated social project. So it is impossible to do RMVTE well if only by reforms from the schools themselves.Comprehensive consideration should be given from schools, society and governments to improve the quality of RMVTE due to the characters of systemic projects of RMVTE. That is, we must take the target of training of students' ability of getting rich as axis. Taking "three help"-help to get students rich, help to accelerate local economic development and help to make the most of educational resources梐s targets, comprehensive reforms should be launched based on the characters of RMVTE and the status in quo of China's rural areas.
