The great target was put forward during the 5th plenary session 16th CPC national congress to build a new socialist countryside, which was promoted with the theme of the No. 1 Document issued by CPC central committee in 2006 and supported by developed modern agriculture industry conditioned with wide popularization and application of agriculture science and technology. While, from the actual conditions, the poor cultural accomplishment of farmers restricts the transformation process and rate of the science and technology productions. It is also necessary to establish a solid economic foundation through continuously increasing farmers'income for building a new socialist countryside. While, at present, because of the poor cultural accomplishment and lack of necessary professional skills of transferring rural labor force, the influence will be acted on the scale and speed of rural labor force transfer, employment level, income level and transfer stability.It is not optimistic for the cultural accomplishment of rural population and labor force in Jilin district, which is similar to the conditions of the whole country. According to the relevant statistical data, the rural population in Jilin district with primary school education accounts for 30 percent, followed by junior middle school education (26 percent) and high school education (14 percent); the rural labor force with primary school education accounts for 33 percent, followed by junior middle school education (48.6 percent), high school education (9 percent) and vocational and technical education (11.6 percent). It is not difficult to find that it is necessary to put great effort to solve the key issue that is to cultivate the new generation of farmers with education, technology and management skills to promote the modern agricultural construction and quicken transfer of the rural surplus labor force in the promoting process for building a new socialist countryside in Jilin district.It is necessary to develop rural vocational and technical education and adult education for cultivating the new generation of farmers according to the requirement of modern agricultural development and rural labor force transfer, while developing rural compulsory education. This paper studies the developing status of rural vocational and technical education in Jilin district to investigate the issues and restricting factors in the developing process with relevant countermeasures.The main contents of this paper are as followed:1. This paper discussed the targets and approaches to realizing the rural vocational and technical education with its definition as the basis.2. This paper analyzed the existing issues of the rural vocational and technical education in Jilin district with the description of its developing status as the basis, which can be summarized as following: a. the poor cultural accomplishment and small number of the students in the rural vocational and technical education organizations; b. the scarce resources leads to unsatisfied effects of teaching and learning; c. the lack of teachers leads to unsatisfied quality of teaching and learning; d. the irrational designation of syllabus and courses leads to the distinctive contradiction between supply and demand; e. the laggard education system could not meet the requirement of the economic development; f. the difficulties with employment after graduation influence the enthusiasm for the farmers to participate in the training.3. From the aspects of the large number of labor force with poor cultural accomplishment, the support of national macro-policy, the great demand of society for all types of practical talents and the change of farmers'thoughts and conception and through the analysis, this paper indicates the developing potentiality of the rural vocational and technical education development in Jilin district and main restricting factors which are as followed: a. the insubstantial ideology of farmers, schools and leaders from all levels; b. the lack of competent legal protection for rural vocational and technical education; c. the ineffective supervision of law enforcement, admission and authentication of the labor and education departments; d. the high tuition caused by short of investment; e. the unscientific management system of governments of all levels, etc.4.This paper put forward the strategy for accelerating the development of rural vocational and technical education in Jilin district, which are as followed: a. the emancipation of thoughts and innovation of conception; b. the rationalization of management system and transformation of government functions; c. the integration of education resources and optimization of rural vocational and technical education system; d. the establishment of multi-investment system for the protection of rural vocational and technical education; e. the improvement of the employment system of rural vocational and technical education; f. the reinforcement of the reform of rural vocational and technical education and improvement of education quality.
