The accession to the WTO of our country and the establishment of China -ASEAN Free Trade Area have brought forward a extremely urgen t request for carrying out the research about the cooperation of higher e ducation between China and ASEAN. Therefore, we should aim at the re ality of cooperation and exchange in higher education between china and ASEAN, study the scries of regular problems about the mechanism of hig her education cooperation of China-ASEAN and make correct cooperativestrategy as soon as possible in order to strengthen the cooperation of hi gher education between China and ASEAN. It can drive the construction of China-ASEAN Free Trade Area successfully.It is still a new try in our country and international theory circle touse the strategic management theory to probe into the international coop eration question of China-ASEAN higher education. This text suggests theICHE mechanism of China-ASEAN is required to set up objectively thro ugh the study on the current situation of ICHE between China and ASE AN countries and the theory of international economic cooperation and th e international move of production factors, mainly using the economics pr inciple and strategic management theory. Next, it analyzes, under the pres ent conditions, how to work out the higher education's corresponding stra tegic system of our country to promote the setting-up of the mechanism, which will bring about an advance in ICHE of China -ASEAN and impr ove the development level of higher education of and realize other goals and missions of international cooperation of higher education of our coun try.
