As the development of the English curriculum innovation, "Task-based" teaching becomes the guidelines of the classroom teaching practice, and more and more relevant techniques appearing in front of the secondary EFL teachers. Overwhelming with the variety of techniques, most teachers are unable to take correct options. The development and application of ICT (information & communication technology) provides a platform for teachers to initiate cross-school collaboration, build confidence in themselves as autonomous professionals in classroom teaching techniques, and share reflections on their classroom practices with others, thus enhancing their collaborative and personal development.This paper, through questionnaires responded to by 136 secondary EFL teacher, has detected the EFL teachers' needs for classroom teaching techniques, the facts of their teaching and learning via ICT. The research shows: Secondary EFL teachers are not familiar with the teaching techniques relating to the new concepts; their autonomy in techniques needs to be improved; and the existing professional forms are monotonous and cannot meet the EFL teachers' requirements of varied aspects at different levels. The research also shows that the majority teachers not only like using ICT in teaching process, but also like learning through ICT.This paper, taking the theories of constructivist learning and transformational learning as its guidelines, based on the requirements of cultivating secondary EFL teachers' autonomy in classroom teaching techniques, presents a description of a proposed Web-based training course of EFL teaching techniques. The course is composed of six models: techniques, video online, forum, experts online, resources, and assessment. Each model interlinks with the other five models. Learners can learn any teaching techniques autonomously, and enter any other models by super links to observe classroom teaching practice, to interact with peers, to consult experts and to surf through Internet. Web-based course provides opportunities for learners to learn at any time and any place possible. The web-based course will bridge the gapbetween the teaching techniques theories and teaching practice.
