Seeking equal opportunity for higher education is one of the motive forces in the development of higher education in developed country after World War Two. Since World War Two, higher education in developed country with American as its representative has made considerable progress, and the opportunity for higher education went from inequality to equality step by step.Since World War Two, promulgating relevant laws of higher education by governments, regulating the structure of higher education, opening up more types of higher education, raising funds for higher education through various channels, all of these are main contents promoting equal opportunity for higher education, which played a very important role in the process of equal opportunity for higher education. However, the realization of equal opportunity for higher education had a profound effect on the whole system of higher education, that is, effects from the process of equal opportunity for higher education. For example, the abundant connotation of concept on higher education, the pluralism of quality view on higher education, the flexibility of course offered and so on.In the process of equal opportunity for higher education, active participation by government played a leading role, competition from the market system actively promoted the process of equal opportunity for higher education, and reform from the system of higher education itself contributed too much to it as well. In a word, government, market, the system of higher education, three kinds of force, jointly act on the process of equal opportunity for higher education. Undoubtedly, this point can be used for corresponding reference in the process of equal opportunity for higher education in our country.
