Along with the implement of our country's county-centered management system and the deeply reform in education, the development of education in the county has been put forward. Regional education evaluation is an important section in the educational evaluation theory and practice, but the research of it is relatively weak. So does the educational evaluation in the county. Because of the above reasons, it is very important to study the educational evaluation in the county in the new circumstance for its theoretical and realistic meaning. This essay begins with the multi-dimension theories and along with macro and micro arrangements. It has analysed the relation of education with many elements in and out of itself. For example, the inner elements are regional leaders, teachers' procession, the qualification of running schools, the exploitation of school-based curriculum etc. The outer elements include economy, population, environment, culture and the construction of democracy and legal system. We'll study the contents of educational evaluation in the county with the above aspects and attempt to build the index system for the educational evaluation in the county. There are five parts in the essay: Part one: the connotation and meaning of educational evaluation in the county. In this section we define the connotation of region, regional education and educational evaluation in the county. We express the theoretical and practical meaning of the study of educational evaluation in the county for these reasons: It is needed by the equilibrium development of county education in our country. It's the requirement of the actualization of compulsory education management system. It'll influence the whole programming and development in the county. It's the need of the consummate theory and practice of education evaluation. The influence and advancement of economy, population, natural environment, culture and the construction of democracy and legal system in the county also need educational evaluation in the county. Part two: Summing-up the present problem in the regional education evaluation such as the singleness of it's evaluation standard, the failure of carrying out multi-principal evaluation part, evaluational abuse of the administrational command, the lackness of feasible evaluation blue print etc. Furthermore, in this part we'll analyse the reasons which bringing on the above problems. Part three: We have supported the contents of educational evaluation in the county from regional education science, system science, educational sociology etc in this part. It has also clarified five principles in regional education evaluation that we should follow. Part four: It's the important part in this essay. It has integrated the relation of the inner and outer elements of education. And it has ascertained regional education evaluation contents from the strategic program of the regional education in the county, education management in the county and the education level in the county. Part five: Discuss the organization institution of evaluation forward based on the sole character of educational evaluation in the county.
