This paper makes an attempt to use system theory to study technical innovation models in higher schools, applying technical innovation theory as theoretical basis. The paper is divided into four parts: the first part, the introduction, sets forth the background, present research status and research approach of the technical innovation in higher schools; the second part tells about theoretical basis and methodology of the research adopted in this paper; the third part the location and advantage of the innovation in higher schools; and the fourth one is the key of the paper, using system theory to study and analyze technical innovation models in higher schools. To be exact, it first analyses the function and features of major technical innovations in foreign higher schools, then introduces the evolution process of the models in China on the basis of which the differences of the models in foreign countries as well as China are discussed. Finally, it analyzes the factors that affect the capability of the new technical innovation models in China and also puts forth the advice aiming to improving the technical innovation models in China higher schools. This paper is innovative in that it concludes and summarizes the notion "technical innovation" philosophically, claiming that "technical innovation" isn't equal to "technical transformation"; it uses system theory to study technical innovation models in higher schools, constructs macroscopical model of the technical innovation models in higher schools and puts forth advice to improve the technical innovation model in China higher schools which can work as the guide of technical innovation of higher schools.
