In recent years, the step of the higher education reform is speeding up. As an important part of it, the reform of the administration in universities attracts wide attention and becomes an important element which influences the change and development of universities. This paper is about the content and methods of the reform in the administration of universities.I Reform in the Administration of Universities is the objective necessity of the Development of Higher Education.Higher education under the system of planed economy shows many disadvantages from the aspects of way of running, regulatory system and operation mechanism. In addition, further requirement has been given as the reform and adjustment of the higher education are carried out.II Reflections on Reform1 Transformation of Inner Administrative System and Operation MechanismAccording to the characteristics of different posts, different administrative system and operation mechanism should be adopted and different requirements, standards of evaluation, measures and distribution plan should be taken.2 Practice of Personnel Employment SystemBased on the principle of equality, voluntary and reaching unanimity through consultation, by signing employment contracts, personnel relationship between universities and employees are set up. Personnel employment system should be based on post employment so as to realize job responsibility administration.3 Construction of Human ResourcesHuman resources refer to the man power owned by an organization to produce or to offer service. Through adjustment of structures and improvement of the team, high level teachers, professional technical staff and administrative personnel are built.4 Setting up the Encouragement and Limitation System Leaded by DistributionDistribution is the most important method for universities to set up the encouragement and limitation system. Universities set up the distribution mechanism which puts emphasis on performance& contribution and favors talents and important posts through enlargement of autonomy of distribution according to work.Reform of Personnel System is the Focus of the Reform of the Inner Administrative System in UniversitiesThe important point of the reform of the inner administrative system ishuman. It aims to dispose the human resources reasonably and arouse the enthusiasm of staff. It's important but also difficult to carry out the reform.1 Practice of Whole Personnel Employment SystemBased on the principle of publicity, equality and competition, practice of personnel employment system is carried out. Posts should be set up scientifically, job responsibility system should be strengthened and a check-up after employment system should be perfected. In this way, a personnel system which is full of vitality and energy is built up.2 Building of Teams of TeachersTeachers are the most important resources of universities. Talents strengthen universities and teachers are first. Through perfection of teachers training system and building up flexible system of making use of personnel and effective encouragement and limitation system, the structure of teams of teachers is disposed scientifically and the circumstances which are beneficial to talents are formed.3 Perfection of Administrative SystemFirstly, based on the principle of morality, intelligence and competition, cadre chosen and employed system is set up, which put emphasis on intelligence, performance and administration ability. Secondly, office worker system should be carried out in order to transfer from identity administration to post administration. Thirdly, cadres training program should be perfectedwith focus on knowledge, thinking, ability and consciousness of service.4 Reform of Administrative OrganAdministrative organs should be simplified and power should be transferred to the lower level.IV Reform of Distribution System is the Key to Reform of the Inner Administrative System in UniversitiesPerformance of personnel system depends on the reform of distribution system and the reform of distribution system is also based...
