During 1990s, with the background of Reinventing Government and Information Highway, America first put forward the concept of "Electronic Administrative Affairs" combining electronic information network with politics. People suddenly realized that electronic network had become a new media and was changing the relationship among people including the relationship between government and citizens, which thus was changing the political relation. The relationship between politics, power and administration were mainly conveyed by these conceptions: Publicity, Transparency, Right to learn the truth, Interaction, Electronic service, Information availability and so on. The significance of E-government is also applied in other public sectors like Electronic Administrative Affairs in Universities. In order to foster high-quality creative personnel and promote the transfer of research findings, it is necessary to implement electronic administrative affairs in universities and form an administrative system featuring standardized behaviors, coordinated operation, high efficiency and low cost. This is the concrete embodiment of running the university according to the law and strengthening democracy, which is also the inexorable requirement of building a modern university.This paper first elaborates on the function and developing process of electronic administrative affairs in universities, analyzes the present situation in the universities home and abroad, then studies its concept structure and particularly introduces the background information and present situation of electronic administrative affairs in Taizhou University. Through interviews, surveys and statistics, we find the efficiency and attitude has considerably improved since the implementation of electronic administrative affairs. However, there're still problems in the administrative utility, which is also the emphasis of the paper. Most participants take electronic administrative affairs in universities as a form of computerized office work, not realizing that it is an attribute of E-government. They are the biggest obstacles preventing electronic administrative affairs from an overall development. The author tries to analyze the reasons of the difficulty in implementing electronic administrative affairs in universities through such aspects as: traditional administrative inertia, present administrative mode, individual attitude of administrators, capital and security.At present, to realize the period of ideal condition, we still need to make full assessment and further research, create suitable environment and terms, and thus ensure the development of electronic administrative affairs in universities. This paper explores the basic principles and key technology of electronic administration from the point of democracy, efficiency and pragmatism. Putting forward the concept and frame of developing dimensions, it designs a model to analyze its development levels. Through the discussion on the security problems, it reaches a better way for Taizhou University to develop its electronic administrative affairs. A new administrative mode for our country's regional universities and colleges should be built on the precondition of perfecting the supervision system. Through information sharing and smooth communication platform, it should work to realize the maximization of making administrative affairs public, improve democratic management and thus become a favorable tool for the administrative system revolution of universities.
