In the history of university development, academic freedom is an eternal proposition. With internationalization of higher education and rapid development of higher education of china, it has a far-reaching influence on the improvement of university academic level and realizing the goal of building the first-class universities all over the world. Academic freedom is the freedom for scholars to engage in academic activities. There are two views about academic freedom: the theory of individual development and social development. On the function of academic freedom in university development, there are three views: the theory of idea, the theory of premise, and the theory of power that means academic freedom is the power source of university development. After analyzing the meaning, the history, the philosophical basis and the basic character of international academic freedom, and the factors that affect the realization of academic freedom in China, the author finds the academic freedom of China is different from that of foreign countries in time formation, content and law guarantee. The philosophical basis of academic freedom not only includes recognition theory, politics theory, morality theory, but need theory. The basic character of academic freedom is the integration of thought freedom and actual conformity, the integration of universality and speciality, the integration of academic power and academic responsibility. It is necessary to advocate academic freedom in developing universities. First of all, academic freedom spiritually affects the value preference of university. Next, academic freedom plays an important role in promoting academic level in practice. Last, academic freedom is the power source of university development. In realizing academic freedom in Chinese universities, to build law and regulations is a premise to protect academic freedom, to create an atmosphere of benefiting academic freedom is a basis for universities, to strengthen system construction in which academic freedom is a key content is a core, to actively defend academic freedom is a key for the teachers, students and administrators.
