The research focuses on the question: what is the relationship betweenthe U.S. governments and the higher education accreditation agencies? Andit has the following significance: firstly, it will help us clearly recognize theposition of the U.S. governments in the higher education quality assurancesystem; secondarily, it will help the Chinese governments change conceptand position in the higher education quality assurance system and even inthe whole administration of higher education; and thirdly it will helpgradually build the international higher education accreditation system withChinese characteristics, which is necessary to face the challenge ofinternationalization and massification in higher education.At first, the relationship between the U.S. governments, especially thefederal government and the accreditation agencies is explored in detailthrough the four periods of evolution process. Then the relationship betweenthe state governments and the accreditation agencies is demonstratedconcretely with the state of California as a case.
