It is not easy to produce good maths exam papers that can measure a student's aptitude all-roud, objectively and scientifically, hence it is necessary to master education measurement theories to guide the routine exam paper design.In order to discriminate students of different abilities , exam papers should meet certain requirements. In this paper the writer explores to research into the difficulty design and prediction in exam paper production.Testee exam scores are binomial correlated with exam difficulty and testee ability. This research attempts to get a balance point between the two factors.This paper finally presented new insights into difficulty design and whereafter proposed tools of difficulty designing which are validated by the empirical experiment.
