Abstract Education equality and efficiency are not an operational problem, also a philosophic one. The different philosophic ideas of education equality and efficiency would surely influence the value-orientation of education policy and practice, distribution of educational good, and profits and rights of the favored people's of the educational justice. Therefore, how to resolve the contradiction between educationequality and efficiency should be deeply thought according to the point of view of philosophy. At present, Chinese education has been whelmed by efficientism and managerialism, for example, when the relationship between education equality and efficiency are conducted, the view and behavior can surely be efficientism and managerialism. The value-orientation, to the extent, surely prospers education development. But one essential issue could easily be ignored: What is the purpose of education? Undoubtedly, the value-orientation, which educational good of one country is by means of efficiency distributed among the minor people, the minor groups and the minor areas, will make up the external prosperity of education, because the value-orientation serves the minor people, the minor groups and the minor areas. The relationship between education equality and efficiency can be defined the problem of educational justice. Namely the core of educational justice is formed by the relationship. There are, in general, two research perspectives of educational justice theory: one starts to research from the whole profit of a country or social, the rest does from the favored people of justice. The research literature of the past showed that the former was much than the later. The author as a representative of the favored people of justice will discuss, using literature research methodology and philosophy dialectic, how to balance the relationship between education equality and efficiency by means of the educational justice theory.In the way of ultimate solicitude, educational justice as education-being of noumenon has absoluteness, self-evidence and unnecessary-proved. Educational justice, which is the people's educational ideal and the educational value objective and is logically more preexistent than all educational practice, for the sake of leading theeducation developing direction in favor of the integration profit of human, regulates thehighest criterion and ultimate education-being by means of ultimate solicitude.Educational justice ("beauty") unites naturalness ("verity") and rationality ("good"). The essence construction of educational justice is a reasonability process including an accord-with-law process and an accord-with-purpose process.Educational justice is a pursuit that people involving education practice seek essence-self, moreover, is the highest essence and the ultimate purport of people involving education practice. To people involving education practice, the pursuit to educational justice is the pursuit to essence-self, vice versa. People involving education practice will realize essence-self in the process of pursuit to educational justice, and they will realize educational justice in the process of realizing essence-self.Construction of educational justice must be based upon the motivation and need of the favored people. According to purport of pursuit of human, there is not a unity justice standard which can be applied to distribute all social good or a standard of relevance-one-another, because educational justice is the justice of citizen versus country, but it is not reverse. Educational justice, being based on people's learning motivation and need, differentiates from the routine of the past justice theories, and it goes along an opposite routine, namely the routine of the justice of citizen versus country, of which all-important purpose is realization of human essence.Distribution of educational good, being based on motivation and need of the favored people, should be managed under the following idea: "reasonably satisfy reasonable educational need of people."
