In recent years, the Department of Education supports a wide variety of education programs aimed at strengthening the quality of education in nation, improving college going rates, and ensuring equal access to education . As one of the education programs , Gaining Early Awareness and Readiness For Undergraduates Programs (GEAR UP) was created and signed into public law by president at congress in 1998 .The mission of GEAR UP is to develop and foster the early awareness and readiness for disadvantaged undergraduates, increase the quality of secondary education, improve academic achievements of middle school students and rates of attendance in higher education, promote educational equalization.Firstly, the thesis explores the background of GEAR UP, review the history of GEAR UP's development. Secondly, the thesis explores the content of the program, including the creation and management, goals and objectives, types of organization, objects etc. The impact and characteristics of GEAR UP is vital to evaluate the value the program scientifically and objectively, summarize the beneficial experiences. The third part makes a detailed explore. Finally, in accordance with the current situation of equal opportunity of higher education in China, the thesis puts forward some suggestions for China.
