| In China, the reason why the lottery economy is deeply debated is not that China Welfare Lottery and China Sports Lottery have a lot of advantages in the construction of public affairs, but that there are many problems in the market, especially the damages of the main illegal lottery such as Mark Six. Since the end of the 20th century, the illegal Mark Six has engulfed the legal lottery market, which polarizes the lottery-holders into two parts, the legal one and the illegal one. Based on the investigation that helped by Fujian Welfare Lottery Center and Fujian Sports Lottery Center, we analyze the circumstance, character and effects of the polarization of lottery-holders. And after the discussion of the social mechanism why there is a polarization in China lottery market, we try to find measures to solve the problem.
