A good evaluation system is of great help to improve the quality of the class and stimulate the teacher and the students. When faced with how to teach the learners effectively , quite a few people prefer learner-centered method to teacher-centered method. Therefore , it is widely believed that the evaluation of the classroom teaching focuses on the learners' performance , neglecting the roles of the teachers. Such people think the criterion of a good classroom teaching lies in how active the learners are in class. The author claims that there is a reasonable evaluation system that is concerned with both the teachers and the learners. In this article, the author' s argument for this view goes as follows:In the first part; the author illustrates clearly what the evaluation is and what the evaluation of the classroom teaching is. The author holds the opinion that the evaluation is to evaluate the process of classroom teaching. Its aims should encourage the teacher's teaching, class management and stimulate the learners.In the second part: the author firstly analyzed the criterion of the evaluation of the classroom teaching of the traditional teacher-centered method from the views on the standard of a good class, the author points out this evaluation tends to not focus on the studying of learners but the teachers teaching. It lays emphasis on the teachers competency of class management and overlooks the process the learners learning . Then, the author deals with the criterion of the evaluation of learner-centered method. Its contents of the evaluation focus on the learners. The author claims that it is a kind of modern evaluation and the dynamic forming one. It can help stimulate the studentsto play multiple roles in the classroom activities and cultivate their quality of learning. Meanwhile, there are some disadvantage in practice . .In the conclusion, based on the result1 of analysis, the author puts forward some strategies for the evaluation called "teacher Predominance, with learners as active recipients" , which prevents overlooking the roles of the teachers, or the. learner. In other words, the evaluation which both the teacher and the students are involved in can be of great help to improve the teacher and student performance and cooperation in classroom activities. The author designs "the teacher predominance with learners as active recipients" method research into the practice. It concluded that this method can put the teacher and the learner into equal position in the evaluation and make more contributions to the development of the teacher and the learners. It implements the spirit of new curriculum reform, and improve the quality of the future instructors recipients."...
