Multimedia computer and network communications at the core of the rapid development of information technology and its extensive use of education and teaching have a profound impact in the field of education. In the new century ministry of Education carried out "Basic Education Curriculum Reform" is processing smoothly in the country, the most distinctive characteristics of the times point, is the important position of information technology in teaching. "Innovative Experimentation on Leapfrogging Development in Basic Education based on the Network" is a good operational test which held in the background of "Basic Education Curriculum Reform".This study, "Innovative Experimentation on Leapfrogging Development in Basic Education based on the Network" as a platform, through the research of the concepts of advanced education and teaching ideas, especially the theory of information technology deep integration with the subject of teaching, the theory of "Teacher-leading and Student-centered" instructional structure, a new thinking on the theories of children cognitive development, combining the current situation and existing problems mother language teaching in primary schools in our country, developed a classroom teaching evaluation system of primary language based on the instructional structure of "Teacher-leading and Student-centered". In the development process, through the radiation stage of collecting index entries, convergence stage of selecting index entries, identify index entries and weights using the method of key features analysis, this study finished developing the classroom teaching evaluation system of primary language based on the instructional structure of "Teacher-leading and Student-centered". And through testing by test-retest reliability, rater reliability and validity test, this study carried out the re-evaluation on the evaluation index system.The evaluation system developed by this study gives a support for the evaluation of teaching under the guidance of advanced education and teaching concepts and ideas. And the evaluation system can reduce some extent of influence which created by the traditional teaching thinking in the teaching of teachers. The evaluation system can also help teachers both in theory and practice of the advanced level of education thought and teaching concepts in-depth understanding and grasp, so that they can advantages the instructional structure of "Teacher-leading and Student-centered" in the teaching and achieve the integration deeply between the theory of information technology and the subject of teaching. Also this study provided a more comprehensive teaching evaluation system for teaching to the managers in order to achieve the dynamic evaluation of classroom teaching.
