Research Into The Citizen Participation In Sub-district Offices

The citizen participation in the public affairs management field is relevant to the political stability, social harmony and the realization of people's fundamental interest. Currently, there exist lots of problems in local citizen participation especially in sub-district offices. Objectively analyzing the reasons and exploring the measures is an important theoretical and practical problem in the public affairs management field.This paper, using Guanqian sub-district offices in Suzhou as the case, analyzes the existing problems in the public affairs management field and points out the restraining factors. In addition, with the governance and good governance theory and the new public service theory, this paper puts forward some practical means from two angles: not only to enhance citizen participation in the courses of decision-making, executing and evaluating; but also enhance citizen participation on the whole by cultivating participation consciousness, strengthening participation ability, smoothing participation channels and integrating participation rules and regulations.It is a systematic program to improve citizen participation in sub-district offices. The two aspects are interrelated and indispensable. To solve this problem effectively, there are also a lot of problems to be discussed in the future, such as: constructing the electronic governments in the sub-district offices, stimulating the agencies' development and unearthing the governments' guiding role in improving citizen participation.
