BACKGROUND Program for school-based tobacco prevention and control in Yunnan implemented in 10 schools, aimed to prevent and control tobacco use among adolescent. The program was designed with quasi-experimental study. The comprehensive intervention was developed on the base of baseline survey and guidelines of theoretical framework of children's behavioral intention to smoke, health promotion theory and experience from the similar projects.GOAL Assessing the implementation process of the program could provide evidence for impact evaluation and make the program more effectiveness.METHODS (1) Qualitative methods were used, such as observation, interview and real analysis. (2)The indexes included intervention contents, intervention methods, organizers, participants, time, period, and activities description. (3) Process evaluation begins as soon as the intervention starts and lasts to the end of the program. (4) The evaluation followed five aspects, which are workshops, training, supportive environments, parents' participation and IEC materials.RESULTS In the process evaluation, we observed 17 activities, interviewed 135 person-time students and 79 person-time teachers, and collected and analyzed 5,113 materials developed by the schools.CONCLUSIONS (1) Each school had completed the intervention plan, however there were difference among schools and classes of the same school more or less; (2) This process evaluation provided evidence for impact evaluation and found the problems that must be considered; (3) Process evaluation was important, which could promote the program; (4) School-based tobacco prevention and control projects could extended students' family, which confirmed the strength of such program; (5) Social supports will be needed for more effectiveness.
