To improve the quality of higher education is always the theme of the university and it is also the urgent requirement of the government and the social development.Universities in France,the United Kingdom and the United States have always emphasized that to promote and enhance the quality of higher education,and the government has adopted policies,funding,legal and other means to promote the improvement of the quality of education in their universities,they hope that though the way of improve the quality of higher education to promote the country's soft power.Since China began to implement the policy of enrollment expansion in 1999,the quality of higher education has been affected by the impact of multiple factors,and education resources have become relatively tight since the popularization of higher education in China.The quality of China's higher education is increasingly concerned by the government and the society.To analysis and explore the development history and characteristics of the quality assessment of Britain,France,the United States under the national conditions,and to compare the similarities and differences of internal quality assessment and external quality assessment in Britain,France,the United States and China,we can find out the problems which existing in the development of assessment in Chinese higher education and summarize the experience from Britain,France,the United States.My thesis have seven important parts: in the first part,it is mainly includes introduction,research background,research significance,research review,research methods and ideas,the main problems and innovation,the relevant theoretical overview.The second part is to sort out the historical development process of British higher education quality evaluation system,and analyze the characteristics of its internal quality assessment and the characteristics of external quality assessment under the guidance of the government.The third part is about the historical development process of the French higher education quality evaluation system,and analyzes the characteristics of its internal quality assessment and the external quality assessment under the mode of government centralized.The fourth part is about the historical development process of American higher education quality evaluation system,and analyzes the characteristics of its internal quality assessment and the characteristics of external quality assessment under the model of social independent.The fifth part is about the historical development process of China's higher education quality evaluation system,and analyzes the characteristics of the internal and external quality assessment.The sixth part is to analyze the effect and deficiency of the quality evaluation of higher education in China,and compare the characteristics of quality assessment with British,France,the United States.The seventh part makes a general summary of the whole and give the prospects.This paper will use literature analysis,comparative analysis,history study and sort out the higher education quality evaluation development process of Britain,France,the United States.To contrast the evaluation characteristics of China,Britain,France,the United States from the internal quality evaluation and external quality assessment two aspects,summarize the achievements and deficiencies of Chinese higher education quality evaluation and get the experience from Britain,France,the United States.
