| China is a country with a large population of mental deformed people which is 20 million according to statistics and there are 300000 in Shanxi Province. As is known to all the disabled is a weak group while the mental deformed is weaker in the group who need more care and help in the society. The closed two conferences put forward the-goal of building "harmonious society". To achieve the goal the author thinks it is important to defend the legitimate rights and interests and improve the sports affairs of the mental deformed.How is the current situation about sports activity participation of the mental deformed in Shanxi Province? What are the problems now? What are the restricting factors? How to develop their sports activities next? These problems are always puzzling us. Under such a condition the author begins the research on it.In the light of the characteristics of the mental deformed and from the point of view of citizens and university students this paper makes a comprehensive analysis and research by adopting the methods of literatures, visiting experts, questionnaire, observation and statistics. After a systematic analysis about the current situation, restricting factors and the feasibility to improve the sports activity participation of the mental deformed the following conclusions can be made: 1. The population of the mental deformed is large and the development is unbalanced regionally in Shanxi Province. 2. The life condition of the mental deformed and the situation of their sports participation can't be felt optimistic. 3. Many-sided factors influence the sports activities of the mental deformed. 4. The physical education in training schools for disabled children is not very satisfactory. 5. The citizens and university students are concerned little about the mental deformed people however they accept their participation of sports activities very much.There are many problems and tasks for us to improve the sports activities...
