Language communication is seen as a shaper of cultural identity. Individual success in today's global environment requires a high level of intercultural competence and effectiveness in communication. Intercultural communication training aims to strengthen the competence of effective communication among people from different cultural backgrounds, and to establish and maintain constructive relationships with them. So the goal of English language teaching is shifting to acquisition of communicative competence in some importance. After a detailed analysis of the factors constraining the development of ICA and ICC, this thesis focuses on making young students, who usually do not have close contact with native speakers, gain the some knowledge of the target culture.This thesis attempts to build up a conceptual framework guiding the practice of culture-oriented English teaching in SEFC. It discusses ways of strengthening awareness of culture teaching, methodology of culture teaching or culture teaching techniques. It also points out that only by combination of language teaching and culture teaching can students reach the purpose of enhancing the intercultural communicative competency. Culture teaching should aim to cultivate cultural insight and cultural creativity in learners and produce learners with a cognitive growth and a personality development. Additionally in the light of the principles of communicative language teaching, practical ways of culture teaching are proposed in this thesis. With various comn(?)nicative activities, especially communicating with English-speakers, the students have more enriching and meaningful language experience. Teachers should be qualified in intercultural communication in some extent. It's our firm belief that sufficient language input and speech-promotion activities will gradually help learners use good English in a proper way and prepare themselves for the high requirements of the higher education in future.It is worth stressing that English Language Teaching reforms are inevitably linked to teachers' teaching ability and language proficiency. Although Intercultural Communication is not yet widely studied in middle schools in our province, it is of great importance. Therefore this study will help to enhance the development of young students' Intercultural Communication Competence.
