The emergence and development of the knowledge-based economy push the popularizing of higher education. The development of the university is challenged by the knowledge-based economy, but the university is not passive, it become the economic social center increasingly, serving and guiding the social headway. The universities in china and in the western are how to reflect in front of the challenging and opportunity, how to develop the advantage, greeting challenge, guiding the knowledge-based economy? It is doubtless a choice that the university in china and in the western together. This thesis proceeds the thorough study with existed the problem of the university in china and in the western inside knowledge-based economy, on the foundation puts forward the understanding present stage of higher education reform and the way of thinking of the development in our country through application comparative analysis method in thesis.This research mainly bases on two theories' foundation as follow: the higher education of developing theories, manpower resources theories & the educational economics theories. This thesis thinks that western higher education is becoming open, academic freedom and value-importance etc. character and principles for a long period of time of development process. Under the leading of the development strategy and these principles it is a choice to walking internationalization, market road and creative development, which provides the flourish and not loss through long history for western higher education. The higher education of our country grows up in nation begging for freedom, begging for liberation, begging for development of process, with attained practical use for own mission, having the severely patriotic emotion and the utility color. In thechallenge of knowledge-based economy, its educational concept majors in the two aspects of educational industrialization and the center of science research, but in offering science and technology service, promoting the accomplishment transformation of science and technology, its efficiency is not high.This thesis puts forward setting up suitable and surpassing development view, " poor for thinking changing" view for an education reform, education quantity view that with creative etc. to develop the higher education in our country. Through studying the western nation the succeed experience of reforms, this thesis is to set up the education development target to teach the student how to exist, how to gets along, how to create, walking the creative road of the education.
