Based on the study fruit of forerunners, using the method of survey, documents and interview, the thesis analyzes the relationship between community physical culture and school physical education and puts forward to the author's own idea in the perspective of community physical culture's educational function and school physical education's socialization, that's the harmonious development of community physical culture and school physical education. According to the requirement of macro-idea of education and lifelong education, the relationship between education and society should be characterized by "socialized education and educationalized society". This characteristic is reflected in the physical education. That's to require that community physical culture and school physical education should be related, combined, promote each other and finally develop as a whole. What's more, the study on harmonious development helps community physical culture and school physical education develop and the construction of the course of education and physical education from the perspective of theory and guidance. In terms of the relationship between community physical culture and school physical education, at first, the thesis defines the terms—community physical culture and school physical education. Then it expounds that community physical culture and school physical education influence, promote each other and develop at the same time. And it emphasizes the important influence of community physical culture on school physical education: (1) on the aspect of the method of education, community physical culture is the form of education of school physical education and they are mutually complementary; (2) in terms of the way of operating, community physical culture is the pioneer towards market for school physical; (3) as to teachers, participation in community physical culture can advance the skill of physical education teachers; (4) as for students, community physical culture can help students form the correct value of education. In order to make the idea of harmonious development more persuasive, the thesis explains the definition of harmonious development and the four basic premises of harmonious development and objectively analyzes the probabilities of the harmonious development between community physical culture and school physical education. These four basic premises are (1) the same goals; (2) the high efficiency of operation; (3) the good system of coordinating; (4) leaders'attaching great importance and related legal assurance. At the same time, the thesis expounds the flexibility of the harmonious development of community physical culture and school physical education by using the macro idea of education, the guideline, the purpose of "people-centered"and sustainable development. In the studies of community physical culture and school physical education, people usually put community physical culture in an inferior position, so the thesis focuses on community physical culture, expounds the phenomena of the development of community physical culture and school physical education and finds out several problems deserving attention. (1) In terms of studies on functions, the studies of either community physical culture or school physical education just concentrate on its own system and don't show that community physical culture and school physical education are closely related and promote each other. (2) On the aspect of material equipment, community physical culture and school physical education fail to be materially mutually complementary and community physical culture doesn't think about the need of school physical education in course of its construction and its educational function is not obvious. (3) As for talents, community physical culture and school physical education don't meet the balance of be mutually promoted and complementary. (4) As to the subject of activity, community physical culture and school physical education can't fully reflect that the education system of having family, school and community as a whole. (5) In terms of the way of organizing, community physical culture and school physical education don't consider each other's need nor provide helpful condition to each other. (6) As far as consuming physical culture is concerned, community physical culture doesn't consider the demand of students, which doesn't show the continuity of education nor reach the idealized situation of sustainable development. In a word, in course of the development of community physical culture and school physical education, the relationship of harmonious development between subsystems of one system is not shown. They can't provide the helpful condition for each other's development and are not fit for the requirement of the development of the society. The thesis analyzes the unharmonious situations of community physical culture and school physical education and sums up several main causes: (1) in the studies of function, the studies of community physical culture and school physical education show many disadvantages; (2) according to the traditional ideas, the studies fail to analyze the relationship between community physical culture and school physical education from the perspective of totality and system; (3) the level of the development of community physicalculture as a whole is not high and its function of education is bad and it is unharmonious with the need of school physical education, which leads to that the function of school physical education is not fully shown; (4) school physical education is not highly socialized; (5) community physical culture and school physical education are not closely related in life. They have their own system, develop respectively and are not really mutually complementary in terms of advantages. Since the tendency of harmonious development is unavoidable and the situation of their development are not harmonious, how can we change this situation? Therefore, combined with the actual situation of our country, the thesis puts forward to some countermoves: (1) strengthen the theoretical studies of the harmonious development of community physical culture and school physical education; (2) renewing ideas is the essence of the harmonious development; (3) strengthen the relation between community physical culture and school physical education and advance the socialized construction of school physical education and the educationalized construction of community physical culture; (4) enforce the external participation. Therefore, by studying the theories concerned and analyzing current situation, the author proves that putting forward to the idea of the harmonious development of community physical culture and school physical education is the inevitable requirement of community and school in the cause of education and the system of education by society, which, at present, in course of practicing teaching, plays an important role in terms of theory and reality.
