With the ever-growing mass higher education in China in recent years, the long-existing contradiction between supply and demand of higher education has been alleviated to a certain extent. It is, however, an undisputed fact that a decline in the quality of students comes with the higher and higher enrolment, the Min Ban College in particular. From the angle of the linking up of education, this paper is to look into, by way of an investigation into the studies of the freshmen from 2003 to 2004 at a Min Ban College, the problems in academic achievement evaluation at both elementary and secondary education levels. It is expected to show that the incorrect academic achievement evaluation at basic education accounts for the poor quality on the part of the recruits. On the basis of the analysis, some proposals are offered about the guiding principles in academic achievement evaluation as well as some specific points, accompanied by a number of typical cases in point. The readers are expected to see that the reform of academic achievement evaluation in basic education is both necessary and feasible. A perfect evaluation of student work is just around the corner.
