This research takes the practice of buying off the service years during the reformof State-Owned Enterprises as a main case, to explain and illustrate the differencebetween the sign and logic of state and the experience and understandings of workerwho had bought off their service years.Seeing like a state, the practice of buying off the service years, as a part of thereform of State-Owned Enterprises, is accepted as an agreed fact that it is a socialproject to improve the human condition. State is owing to the understandings of itsability of controlling and wielding the public power to promote this social project. Itspractical strategy is unambiguous and steady. First, to dis-construct the old system ismore pressing than to construct a new system. Second, the strategy gives priority toefficiency with due consideration to fairness. Third, the partial profits will bepreferential. Last, economic considerations replacing other become central valuation.According to this logic, the practice of buying off the service years is not afrustrated project. In a view of workers brought off their service years, it is hard toagree with that the project has succeeded. They become aware of obvious experiencethat their political rights have been deprived. They think they lack capability toparticipate in discussing the public police associated with their profits. Furthermore,after explaining workers' experience of their rights, researcher finds, in their eyes, sostate power is huge and forceful that its legitimacy is unassailable and undoubted.Synchronously, they think state power is not supervised and restricted.Basing on frontal explanation and illumination, writer is supposed to answer thatbecause state power circulates a kind of phenomenon that is proliferation of power,the system causes the poverty problem. In other words, illogical system, just as therepresentation of the proliferation of power results in workers' poverty of politicalrights. Accordingly, writer can link up properly every last conception such as power,right, system, poverty to building up a theory chain that is an approach to explainingthe mechanism of poverty.
