Research On The Endogenous Power Of Population Out Of Poverty In The Post-Poverty Alleviation Era

The issues of agriculture,rural areas and farmers is fundamental to the national economy and people’s livelihood.Eliminating absolute poverty has always been an important aspect of solving the issues concerning agriculture,rural areas and farmers.Since the 18th National Congress of the Communist Party of China(CPC),the CPC Central Committee has always put the interests of the people first,made overall plans,tackled difficulties,and organized and launched an eight-year battle against poverty.In February 2021,General Secretary Xi Jinping announced at the National Conference on the Commendation of Poverty Alteration that after eight years of pioneering and innovative efforts,China has achieved a comprehensive victory in the fight against poverty,and the great fight against poverty has eliminated the arduous task of absolute poverty.However,eliminating poverty is not the end,but the starting point of a new life and a new struggle.We still have a long way to go to achieve the goal of common prosperity for all the people.We need to continue to narrow the development gap between urban and rural areas and between different regions,and work toward addressing unbalanced and inadequate development.This also means that China’s poverty reduction has entered a "post-poverty alleviation era".Poverty alleviation is the first to foster aspiration and stimulate internal impetus.General Secretary Xi Jinping made important instructions on the occasion of the arrival of the Seventh National Poverty Alleviation Day,stressing the need to consolidate the achievements of poverty alleviation with a combination of measures and maintain the overall stability of poverty alleviation policies.We should encourage low-income people who are able to work to get rich through hard work,stimulate the internal impetus of the poor population in poor areas,effectively link it with the work of rural revitalization,and continue to work toward the goal of achieving common prosperity for all the people over time.This study takes the endogenous power of the population out of poverty as the research object,combined with the author’s practice in the front-line work of poverty alleviation and the study of public management major,through careful investigation of the achievements and problems of poverty alleviation in H city of S Province,using the methods of literature analysis,participatory observation,case analysis and so on,the purpose is to analyze the problems and deep-seated reasons of the endogenous driving force of the development of the poverty-free population from the macro policy and micro individual levels,and on this basis,put forward countermeasures and suggestions to stimulate the endogenous driving force of the poverty-free population,so as to consolidate and expand the achievements of poverty-free in the post-poverty alleviation era,and provides a constructive reference for the effective linkage between the comprehensive promotion and rural revitalization.To be specific,this study first conducted literature research based on the post-poverty alleviation era and endogenous forces,and sorted out and used for reference the research results of the concept and formation mechanism of poverty,rural development,anti-poverty research,and endogenous forces research.Combined with the current practical work,the concept of "post-poverty alleviation era",the connotation and extension of endogenous driving force are qualitatively analyzed,and relevant theoretical tools such as Marxism anti-poverty theory,internal and external causes theory,and hierarchy of needs theory are expounded and evaluated.Based on the case study of poverty alleviation in H city of S Province,this paper reviews the measures and effects of improving the endogenous power of poverty alleviation population in H city on the basis of analyzing the current situation and summarizing the results,and analyzes the problems and reasons in four aspects:policy dependence thought,lack of poverty alleviation ability,lack of incentive mechanism in governance,and insufficient function of grass-roots party organizations,and discusses the ways to improve the endogenous power of poverty alleviation population from five aspects:promoting the combination of aspiration support and rural revitalization,taking multiple measures to improve the supporting measures,improving the level of grass-roots governance,improving the mechanism of assessment,rewards and punishment,and connecting the organization and leadership with rural revitalization.
