The Research On The Governance Of "Villages In City" In The Progress Of Urbanization

"Villages in city " reflects various kinds of deep layers of contradiction during rural urbanization and rapid expansion of city. It's the epitome of urban and rural dual social construction in microcosmic layer that villages around rapid expansion of city. It's one of "agriculture, countryside and farmers" issues. This thesis explores governance of "villages in city" with empirical methods on the basis of researching and studying the individual case.As a village in the city, X village, located in Qingdao Economic and Technical Development Zone , is an epitome of rapid urbanization of Chinese Development Zones. It has its own specialities: first, X village doesn't have the course of slowly taking shape and fully developing, as traditional villages in the city have. During the course of rapid development of Development Zone, because of strongly pushing forward of government, X village was encircled in the city in a short time .It still remains original state. Although villagers' committee becomes the residents' committee, the people of X village think themselves as rural people. They are just peasants who lose their lands, are registered as residents of city and have land compensation fees. Second, from the angles of basic administrative management and governance, specialities still appear. In the ranks of governments in China, Development Zone isn't a rank of government. But in fact Development Zone everywhere in China play the government's role. In Qingdao, board of management in Development Zone and government of Huangdao district merge together, so do subordinate organs and sub-district offices. So this thesis treats Development Zone as a rank of government. Xin'an town was changed into Xin'an office where X village is located in 1998. In analyzing the relationship between office and X village, Xin'an office is still treated as a rank of government.This thesis studies the governance issue of the village in the city from angles of politics, political society, public policy and public management. During villagers' autonomy, democratic election is the base. Democratic governance-democratic decision, democratic management, democratic supervision and so on are the guarantees of realizing villagers' autonomy. Compared with the common village, the village in the city has its own characters in respects of location, resources, economic level and socialdevelopment. The issue of its resolution of governance is the problem which the most common villages in china face during their urbanization. It promotes the resolution of dual system which causes "agriculture, countryside and fanners" issues.In X village's governing construction, village party branch, villagers' committee, communities, folk organizations and stronger collective economic organizations become main bodies. Forms of decision, procedure and so on constitute factors of governance. Arrangement and operation of public powers of the village in the city play an important role in governors' organization, management and control.Trend of " villages in city" is urbanization. With the transforming of old X village, its system of governing must change. Community construction, living security and other issues will be discussed. Village party branch, media, collective economic organizations will operate in a new style .Because of author's limited level, there are some shortcomings in the thesis.
