Course resource is an important concept that is prompted by a new Country Fundamental Educational Course Reformation. Course Resource, esp. the School-based course resource' s exploitation and utilization is a significant field and it is the key to the success of the reformation. It is not only the main part of course construction, but also the basic conditions of course applying. In turns out that they study it less, know it little and with the influence of traditional course views, they are short of course resource sense. They even have misunderstanding in knowing of course resource, that is to say, they think the textbook is the only course resource, and the exploitation of course recourse is the special work of educationalist and scholars and they think that teacher' s task is to understand the textbook completely and put into effort. So it will be far from thinking about the development and utilization to the School-based moral education course resource. But for high school moral education course, developing and using School-based moral education course resource will be a precondition to reinforce the actual effort of moral education. For this reason the writer, from the comparatively intelligent view, raised and proved a basic concept frame of course resource, moral education course resource and School-based course resource, meanwhile their specific characters were analyzed. Especially problem of developing and using School-based moral education course resource was inquired in this article. The full article has laid a solid and scientific foundation for the School-based moral education course resource development and utilization by invoking following theories, such as : The person' s corpus theory, Human-centered thinking study theory, Course theory and Moral education constructive theory. The article raised and proved two basic education resource distribution in Linfen district and utilization to the School-based resource such as: varied and interesting Yao Cultural Complex, scenic spots, cultural arts, revolutionary traditions and its School-based modem resource — Principle of Priority and Principle of Adaptability, In the utilization of moral education course relationship with students' life experience in time space. This kind of incitement will draw the students' unconscious attention, induct the students' emotion and cause the students' interest. It will benefit to the formation of students' moral qualities, as a result, strengthen the actual effect of themoral education. Second, according to the practical characteristics of moral education, The article put forward a set of suggestion of Constructing Moral Education Practice Operability Mode by utilizing School-based Moral education course resource. It can also satisfy the full developing need of teenagers in the greatest degree and promote the formation and development of their high-qualified ideological morality.
