This study discusses the government's functions in the community education from the perspective of public services. At present, as economy and society develop rapidly and people have deeply rooted concept of lifelong education, the government, society and market relationships have undergone significant and profound changes. And people expect for more and more public demands, so people urgently expect the government to provide quality public services and public goods. Community education has the characteristic of regionality and universality, so it not only becomes the pointcut of effective communication for government and the public, but also becomes the carrier for promoting public services. However, community education only started for three decades in our country, it has several problems such as legal status, institutional mechanisms, school funds, school system and so on. This study try to analyse these problems and propose a practical strategy. It is a significant topic to discuss the government how to fulfill its pubic services, while maintaining community autonomy. It also provides valuable experience for other social affairs. When analysis the way the government deal with community education from the perspective of public services, it is necessary for the government to determine its role, to give consideration to both government's public services and community self-development. It will bring innovative challenges to the government because its functions need to be completed which will take disadvantages to the development of community education.
