Since long period age, how to enhance the effect of moral culture is the problem that the experts of moral culture are always discussing. But prior study paid more attention to channels or ways. So the thesis tries to set up a school characteristic curriculum system which has the characteristics of being directed against, effective and open to students' ethic development, Let moral culture go back to and seep into the school life and make moral culture really become a need in students' mental life.This article is divided into four parts, the first part is based on synthesizing the reasons that result in school moral culture low efficiency. It suggests that it is a must to make the moral culture base on school, that is develop school—based curriculum. The second part in theory pays attention to studying the boundary types meaning principle it should follow and developing experience of moral school—based curriculum development. The third part takes"traditional ethic" plan as an example to further study how to develop the moral culture school—based curriculum. The fourth part is that it studies the problems that should be paid attention to from three respects which are the resources of the curriculum, moral culture teachers expertise and correctly understanding the moral culture school—based curriculum.
