Since the educators of U.S.A. put forward the teaching tactics of problem solution " at the beginning of 1980s, the educators of our country has also carried on further research and discussion on it from both the theory and practice aspects. But most of them emphasized on" the solving of problems" but neglected of "the proposing of problems", as a matter of fact, if there's no proposing of problems, can there be a solving of problem"? Definitely no. Einstein had said: " It's more important to propose a problem than to solve a problem ." Furthermore, to a certain extent, students' abilities of proposing problems are the prerequisite and foundation of their innovation. Consequently, it seems very essential and urgent to find out the methods and ways of training students' abilities of proposing problems.This article mainly discusses the training of students' abilities of proposing problems in mathematics teaching from theory and practice aspects. Altogether there are seven parts in the article: the first part is an Introduction, it starts with the introduction of the existing phenomena in present education such as a lot of students are weak in proposing problems; the second part is a relevant theories survey, introduces the current research situation home and abroad of proposing the mathematical problems and the training of such abilities; In the third part, it expounds the importance of training our students' abilities of proposing problems in mathematics teaching; in the fourth part, it analyses some factors which limit the students' ability of proposing problems ; in the fifth part, it presents some methods and ways of training our students' abilities of proposing problems in practical mathematics teaching; the sixth part is about teaching experiments on training students' abilities of proposing problems; in the last part, the article points out some problems that remains unsolved in our practical exploration.
