"Proposing problem abilities" is an important part of the scientific inquiry of physical core qualities. It plays an important role in scientific inquiry activities.Understand the current status of high school students' proposing physics problem abilities, which can better cultivate students' scientific inquiry ability and provide necessary reference for raising the core qualities of all students. However,at present, the research on quantitative evaluation of proposing physics problems is still in the exploratory stage, and there is no recognized and feasible evaluation standard. In order to make physics educators have a deeper understanding of students' ability to raise questions, they can be more targeted and effective in cultivating students' ability to raise questions. This study intends to conduct a preliminary study on the quantitative evaluation of proposing physics problem abilities. From the perspective of the process of proposing problem, this study deconstructs the problem ability.Identify the three components of proposing physics problem abilities: the ability to find problems, the ability to generate general problems, and the ability to form physical problems that can be explored. It also serves as the three main indicators of "high school students' proposing physics problem abilities evaluation standards".Then,in combination with the meaning and deconstruction of proposing problem abilities, nine secondary indicators of three first-level indicators are further determined: attention, incomprehension, difficulty, solvability, explorability, relevance, clarity, exploration, simplicity. After completing the preparation of the evaluation criteria for each indicator, the author used the Delphi method to determine the weight of each indicator. The author combines the requirements of the initial and high school physics curriculum standards, compiled a "The questionnaire for Senior High School Students to proposing physics problem abilities" and analyzed the reliability and validity of the test questions. Finally,The author completed "PTA Evaluation Scale in High School Students' of Proposing Physics Problem Abilities".The scale was applied to the students of 3 classes in the high school X and Y schools of two high schools in Qufu,Shandong Province. The results showed that: 1.High school students in Qufu City of their Proposing physics problem abilities at general and below levels. From the perspective of the first-level indicators, the two indicators, namely the “ability to generate general problems” and the “ability to form physical problems that can be explored”,lead to a poor overall ability of students to ask questions.Judging from the secondary indicators, students' performance on the indicators of attention, incomprehension, andrelevance is good, and their ability is relatively poor on difficulties, solvability, and explorability. The ability of clarity, exploration, and simplicity is extremely poor.2.There is no significant difference in the level of development of the ability to propose physics questions among students of different genders in Qufu City.3.Students in grade one at different levels of schools in Qufu have no significant differences in their ability to propose physics questions.
