Civic education has become a popular topic of western political and educational theory since 1980s, which is made prestigious subject in the study of modern politics by the widely emerging relative publish. Along with the establishment of market economy system, the promotion of governing the country by law, the trend of globalization and the efforts from international society, the discussion about civic education in China is increasing, and it results in some accomplishments. However, since citizenship and civic education are concept imported from west, many people are confused by the concept of citizenship, the nature of civic education, the relationship between civic education and ideological political education. the status of civic education in schooling and how to develop civic education, which is the main reason that make civic education lagged behind. This paper is to address these kind of confusion, and discuss why China should have civic education and how to do it. The aim of this paper is to provide some feasible plan and suggestions for civic education in China. There are four parts in this paper. Firstly, it starts with the nature of citizenship and civic education, and it also points out the difference between civic education and moral education, and the previous and current condition of civic education in our country. Secondly, the necessity and importance of civic education are analyzed. Thirdly, the successful experiences from other countries especially from the United States of America are introduced. At last, the suggestions from the author about the fulfillment of civic education in China are stated. as following. 1. it must match the real condition of China when referring to experience abroad. 2. civic education should be executed step by step.3.it should foster ability of student in the process of teaching. 4. The quality of teachers is the key to civic education.
