To have the study on the mainline of citizen education values judgment seen in politics thought and moral lessons and on the subordinate line of integration of content politics thought and moral lessons.Above all, this paper discusses the definition of citizen. One of the characters of its evolvement is that it is tightly connected with democratic politics. As a relevant word to citizen, citizenship is an old western political system, which is the collection of rights and duties based on social equality. Citizen is the individuals who discuss and make decisions in this tradition. Citizenship is also tightly connected with democracy. Democracy is a political system and also a life style. Democratic countries need to be controlled by rational citizens, so citizenship becomes a common and necessary requirement for democratic country. Citizenship decides the political participating ability of citizens. However, citizenship needs to be brought up by citizen education. Citizens and citizen education build the theory of citizen education from historical, national and social perspectives, which form a historically and logically harmonious definition of citizen education.Analysis structure is the basic configuration makes the research carry out smoothly. During the course of transition, the choice that our nation should make is the cultivation of the subject of moral personality. Thirdly, the characteristic of democracy, law and order, the consciousness of rights and ethos which are the connotation of the obligation of citizens, represent the value orientation of the course of politics in our country nowadays.
