The theory of the university core competencies has developed, based on higher education characteristics, and by referring to that of the enterprise core competencies. Undoubtedly, with the development of the theory, the higher education schools will be benefited greatly both in practice and theory. At the same time, that also helps to study the academic power of the higher education schools further. This text will put emphasis on the importance of the academic power from the angle of strategic management, and bring up some constructive suggestions to better the present situation of the academic power of the higher education schools, through analysis of the theory of the university core competencies.In Chapter One, the author gives a brief account of the development of the theory of the university core competencies, and believes that the theory must have a guide to the study of the academic power of the higher education schools. Then, he gives the definitions of academic power and other related conceptions. In Chapter Two, the author describes the existing constructions of academic organizations power in the higher education schools of our country, analyzes function characteristics and concludes that the academic organizations in our country are formed in perpendicular hierarchy obviously. In the next passage, by investigating the present circumstances of the basic academic organizations, he points out that their academic power has not been guaranteed fully and therefore not been applied fully. Thus, he analyzes the comprehensive causes, which have led to such these problems of the academic power in the higher education schools of our country, that is, to a great extent, the allotment mode of regarding administration power as the basis has controlled academic power mode, and therefore, the existing internal administration systems have decided that academic power has to belong to the administration power, In Chapter Three, as far as academic power mode to cater for the healthy development of higher education schools concerned, firstly, the author describes the development of the academic power in western countries in our country of modern age from the philosophic angle. On the basis of the relations between academic power and other internal ones, the author has recalled the reformation of Chinese academic powers. In Chapter Four, he puts forward how to construct the academic power mode in view of the theory of the university, and predicts the development trends of the academic power in view of the theory of the university core competencies. In order to promote the university core competencies, he recommends that we should try to better the present situation of Chinese academic powers by constructing the macro structure through the strategic construction theory and strategic management theory of higher education schools and by constructing the micro structure through the learning efficiency theory, at the same time, optimizing the functions of academic authorities.
