The concept of academic power and administrative power are defined in the paper from institutional structure characteristics and internal affairs of higher education institutions, in which the academic power is believed as the qualification or superiority of academic organization or personnel, who make evaluation and judgement as well as decision on the academic affairs with specialized knowledge. While the administrative power is believed as the qualification or superiority of administrative organization or administrative personnel, who organize and manage the routine work within the scope of official duty according to the regular rank level and function post in certain organization system. The dialectical relation of academic power and administrative power lies in: Academic power is the leading one while administrative power is the auxiliary one, and they restrict and coordinate each other. Based on this theory, we analyze the characteristics of the power relation mode of higher education institutions in domestic and international country and point out the main problems in the leading administrative power mode of domestic higher education institutions: Administrative power and Party Committee power cross in exercising; Administrative power is abused and academic power is weakened; Power is centralized upwards and democratization degree in decision-making is not enough. Besides, we also analyze the reasons in system and culture that have led to these problems. According to these problems we readjust the power allocation mode of higher education institutions in our country: Rationalize the separation of political power, academic power and administrative power; Shift down the managing power center, transfer academic power to a lower level; Combine and coordinate the relation among various kinds of power with the committee decision-making mode, and realize democratic management. At last, on the basis of system defects of extent mode of our country, we point out the ways to realize the adjustment and reform of the power relationin higher education institutions of our country: Implement the autonomy of running a school and reduce interference of the educational administration; Perfect the academic organization and promote academic power of higher education institutions; Set up the self-restriction supervision mechanism of power and ensure the correct exercising of powers; Revise relevant clause in the current higher education law " and perfect legal basis on which the powers are exercised ; Respect the academic status and academic authority and create the favorable academic atmosphere; Strengthen president's role in coordinating academic power and administrative power .
