We can analyze the power relationship in institutions of higher learning through the following two levels. One is the relationship between institutions of higher learning and government, the other is the relation within institutions of higher learning. This paper focuses on the latter.In recent years, issues of the academic power in theory haven' t been taken seriously within higher education management. In practice, it is a pervasive phenomenon that the executive power substitutes or intervenes in the academic power in universities. It is disturbing to think the survival atmosphere of the academic power.In view of these facts, this paper concentrates on analyzing the academic power at two levels (theory and practice), adopting the following approaches: history review method, comparative analysis method, document method, differentiate method and case study, putting forward some rewarding ideology which improves the status quo of the academic power and upgrades the position of the academic power on the basis of absorbing other' s academic achievements.This paper is composed of four parts.Part one: This part focuses on theory analysis. First, the author deals with the relationship between the academic power and the executive power on the basis of defining the concept of the academic power and the executive power. Second, this paper concisely introduces the origin, formation and historical development process, then, further analyzes the following sections, namely, the management patterns of universities. Finally, the author makes a concise introduction to the important position and functionof the academic power.Part two: This part centers on the major issues and reasons of the academic power, puts forward some current chief cruxes of the academic power by borrowing data concerned and analyzes the root causes through the following three angles (history, reality, academic power itself).Part three: This part is mainly about the practical proposals of the academy- oriented power. First, the author discusses the .essence and basis of the academy- oriented power, and then tentatively puts forward some suggestions and approaches about the realization of the academy - oriented power.Part four: A case study about the practice of the academy - oriented power. This paper takes Northeast Normal University as example, introducing some approaches and efforts in upgrading the academic power and achieving the academy - oriented power.
