This article is written on the basis of the healthy growth of the students. It analyzes and introduces some basic theory and means in the experiments in order to measure whether the foreign language teaching conforms to and reach the pre-determinate teaching goal through combining the evaluation requirement proposed in the basic education course reform in the new round. Education evaluation is an important part of the teaching activity. It could not only make the judgment and evaluation on the condition of the teaching and studying between the teachers and students, but also functions as the direct orientation of the teaching in class. Scientific evaluation is the demand of the scientific education activity. It has the key role in improving the teaching quality to apply correctly teaching evaluation.However, due to the influence of the traditional education concept and talents concept, the evaluation ways of English teaching in China at present relies on the terminating evaluation and the evaluation means is still the examination. Therefore, it is a new subject to be solved by the English teachers to build a just, reasonable, effective and scientific evaluation system suitable for the English teaching in high school. Regarding the state of the research of the evaluation on the formation study in each country in the world, the history of the study in the western countries is longer relatively and it has formed mature theory evaluation system. For instance, Dr. Gardner in Harvard in America used the formation evaluation in"Zero Point Plan"under his guidance. In 1967, Sctriven generalize the concept of the formation evaluation. In our country, the study history of the formation study evaluation is very short, especially for the foreign language teaching. In September, 2000, in order to adjust itself to the need of the reform and development of the foreign language course of the basic education, the Ministry of the Education started this project to introduce some western theories and advanced experience. Some scholars in China have made some assessment about the theory of the formation study evaluation, however, there is no dissertation in the aspect of exclusively introducing the implement design, implement process and the result of the formation evaluation of the English in junior high school. This article is the one specialized in studying the appliance of the formation evaluation ways in the English teaching in junior high school.There are six parts in this article. The introduction gives us an underscore of the foreign language teaching evaluation system in China at present and domestic and foreign research outcome of the system. The first part analyzes the theory, basic idée, traits and standard, that is, the role of teachers, students, schools, parents, society, courses and textbooks, homework, evaluation means and ways in evaluation composed of formation evaluation system on the basis of clarifying the definition of the formation evaluation system. The second part is the core of the whole article. It mainly introduces the implement process of the experiment. The formation evaluation should concentrate on unit generalization and academic term generalization.
