Since modern times, the main pursuit of developing country is to accomplish modernization by drawing on the experience of western countries. During this process, it not only exits successes, but also has failures. The Westernization Monument of China and Meiji Reform in Japan both are this kind of reform, which regards western country as model, and both put forward learning slogan"Chinese Ideology and Western Technology"and"Japanese Spirit and Western Civilization". These two slogans have superficial resemblance. The result of these two reforms is well known, the former ends in failure, but the latter helps Japan achieve modernization. Through comparing the thought of western learning of Zhang Zhidong and Fukuzawa Yukichi's, this article analyzes some problems involved in modernization process of developing country, such as the relationship between foreign culture and native's, between education modernization and politics modernization, in order to benefit the solution to how to accomplish education modernization in our country.The contents of this paper go as follows. At the beginning, this article probes into the connotation of the conceptions in it, such as"western learning","Chinese Ideology and Western Technology"and"Japanese Spirit and Western Civilization". Then, it analyzes the similarities and differences between these two thoughts of western learning. Both of them object to make country rich and build up military power, pay more attention to"practical science". However, their differences are also obvious in some aspects, from education objective to education content, from the content of acceptance to the result of acceptance on western learning.The major of this article is the third part. It analyses the contributing factor to these differences.
