Project Head Start (PHS) is one of the most important programs which the US government carries out for the aim to realize the children's equal opportunity. It began in summer of 1965. The project affords the compensatory education for the disadvantaged children. The project aims to: improve the child's physical health and physical abilities; improve the child's cognitive ability, especially the skills of using language and concepts; help the emotional and social development of the child and develop the child's confidence and attitude towards success; prepare for the school and help in the development of child as well as parents, increase the sense of dignity and self-worth within the child and the family; help child and parents build healthy relationship; develop a responsible attitude toward society, and encourage society to work with the poor in solving their problems. PHS tries to improve the child's developmental ability to overcome for poverty by providing the child and family health service, social service, parent involvement and career development.Project Head Start plays very important role in improving development of American preschool education. The implementation of PHS improves a disadvantaged child's ability, increase personal achievements and IQ, reduce the children who need special education and the incidents of repeated class. PHS helps in the development of parents by providing them with necessary knowledge and increasing their dignity and sense of success. The project changes the service quality of community, improve the teachers' special development, and increase their teaching ability and levels. So China should absorb the successful lessons from PHS in the US, then provide equal opportunity for children and improve the quality of preschool education.The thesis consists of four parts:The first part introduces the current research on Project Head Start from China and overseas.
