In the process of child’s entire education development, the role of the parents influence of the children’s education beginning at home is crucial. Related studies have shown that in children’s entire education activities,the parents to participate deeper, the children receives the higher education quality.The Head Start program started in 1960s is an education compensation scheme. It was mainly for the living below the poverty line and get the corresponding good preschool education resources for 3 to 5 years old child, poor families in the United States.Main purpose of its focus on the American children living below the poverty line of the healthy development of the physical, emotional and cognitive ability, making the children and parents to establish positive contact and encouraging children in future learning development confident and have an advantage. It includes education services, health services, health services, social services, and parents to participate and so on. However, the policy of parents to participate in the Head Start is very important and also is distinctive. This paper explored the related parents to participate in policy, mainly through to the Head Start in the history of the parents to participate in policies of the comb, the analysis of the background of the policy, the content of policy and the text interpretation of policy implementation effect. It is analyzed on the basis of analysis the alone Head Start parents to participate in special part, as well as the challenges faced by the interpretation, finally came to the United States Head Start parents to participate in policy enlightenment on pre-school education in our country.This paper mainly adopts literature method, historical method and comparative research. Beginning in the United States Head Start plans to participate in policy formation background analysis, the analysis of the text content, the analysis of the effect, it is concluded that parents to participate in the important part of policy, and the revelation of the preschool education in China. Specifically, this paper is divided into four main parts:The first part:introduction. The main problem is proposed, the research significance, the purpose of domestic and foreign related literature review, definition of the core concepts, research idea and method of parts.The second part:the preschool education Head Start parents to participate in policy development context. First of all, the parties should pay attention to the role of parental involvement, changing the concept of parents to participate in the old; Second,increase the intensity of parent training, enhance the overall quality of the parents; Thirdly, set up perfect supervision system; Finally, improve the education legislation to ensure parents to participate in laws.
