The new basic education curriculum innovation has started up in the nation. A very important part of this curriculum innovation is to impel the students to achieve the exchange of learning styles from passive acceptance to initiative investigation. To advocate the inquiry learning in biology teaching is by leading students to experience all kinds of scientific activities, processes and methods to impel the exchange of students learning styles, and to develop biology scientific literacy. However, this study is still in the originative stage, at present the most urgent thing is how to realize inquiry learning on the given educational environment, so that we assure the effects of the reform. At first, The paper scrutinizes the basic implication, development, theory basis and features of the theory of the inquiry learning. The auther investigates the inquiry learning activity in several senior high school , the research shows teaching efficiency and some problems to solve on inquiry learning, some problems such as Teachering strategy, students'ability and evaluation system will effct the learning activity. On the basis of investigation, the auther explores inquiry teaching to biological teaching in high school, goes on to teaching design and case analysis on biology inquiry teaching in high school to some chapter, has put forward and implemented the tactics needed to permeate in biology inquiry teaching in the high school. The auther is convinced that the paper can help teachers master the strategies on how to guide students to learn by inquiring to improve the teaching quality. Teaching evaluation is also an important way to promote the students to inquiry learning. The auther attempt to establish a development-of -a-whole-person-based student evaluation system. The paper discusses evaluation standards and contents. In view of the traditional examination-orientated summative test, the auther advances the pluralistic assessment which takes the formative tests as the principal thing.The new evaluation system will improve and intensify the implementation of the inquiry learning in senior high school. At last, the auther gives some advice and points out arduousness of carry out the inquiry learning in senior high school, which requires us to further study the theories as well as to attach more importance to the experiments and researches in practices vigorously and safely.
