In order to be suitable for the social development the P.E .in universities should adjust and improve itself. In recent years with the curriculum reform in physical education in primary and middle schools, the quick development of public exercises and the appearance of job-finding difficulty, teaching plans in P.E. of universities have been reformed for severals times,trying to set up scientific teaching plans suitable for the social development. Due to the wide territory of China, the specific situations in each area are quite different. As a result, it is impossible to make use of just one set of teaching plans which can be fit for different circumstances in various areas.Inner Mongolia Autonomous Region lies in the west of China.It has its own natural and social features.The authors adopts the opinions and methods of systematic theory, considering the quality,ability,an knowledge structure which should be acquired by a"comprehensive talented person"majored in P.E. in our region.The stress is on how to distribute the curriculum proportion in P.E. more reasonably. The detailed suggestions and approaches in improving the curriculun setting in teaching plans (aimed at Bachelor Degree) have been put forward.Several scientific methods are used to analyse the subject, such as documentary ways, questionaires surveys, expert interview, statistics , interpretative structural modeling (ISM), and the analytic hierarchy process (AHP). The factors composed of the quality, ability and knowledge structure acquired by a"comprehensive talented person"in our region are obtained according to the results of questionaires surveys and documentary statistics.
