Since 40's in the 20th century, west scholars on business management felt much importance on personnel management. Incentive is regarded as one of the important enterprise functions. Incentive theory research mainly includes the content study(for example, Maslow's needs theory, Herzberg's two-factor theory, Alderfer's ERG theory) and incentive intrinsic psychological process study (for example, Vroom's expectancy theory, Adams's fair theory, Hyde's factors study theory and goal setting theory).The tendency of incentive theory is from the attention to incentive content to the process research and design. But during the research process, the most objects are enterprise staff and the management level, little objects are university teachers in colleges and universities especially private colleges and universities.With the "People's Republic of China Constitution" proposed on the National People's Congress fifth conferences encouraging all kinds of social strength holding each kind of education by law In 1982, the private colleges and universities have presented their excellent aspect. But in the recent years with the expanding of government colleges and universities and also the entering of foreign school organization, they face more and more intense competition. The construction of private colleges and universities particularly the construction of their teacher troops has received more and more attention. Therefore the problem to be solved urgently in private colleges and universities is how to use and manage teachers reasonably and how to establish the teacher troop in high quality.This article takes Changsha South Vocational College as the research object. It finds the problems in the incentive process of the teacher troop in South College through the analyzing and studying of the available manpower resources condition(for example, the teacher's category constitution, age constitution, school record and title constitution, flowing rate and the point of view) and the main human resources functions(like salary, achievements inspection, training, and culture). And with the introduction of allowance options and achievement salary, it finds the incentive mechanism suitable to the South College according to the teachers' characteristic and the development needs of the College. So it's helpful to arouse teachers' enthusiasm, improve and consummate the teacher troop quality, and thus promote teaching quality and school prestige.
