The development of non-governmental education is the key growth point and an important power to education reform. In order to have a sustainable development, the non-governmental school must pay more attention to and strenghth the human resources management. If non-governmental middle school want to attract, maintain and motivate talented people in serious competition,they must make incentive system that is attractive and have incentive effects for the staff. To further improve the enthusiasm of faculties and the quality of the education, perfect the incentive system of middle school staff has become an important issue.This study was designed to have a deeply investigations and studies of junior middle school staff (for example:Jilin normal university affiliated middle school) incentive system, to identify the existing incentive problems and further analysis the causes.in order to give suggestions to perfect the incentive system of middle school staff. This study combined human resource management theory and the reality of the management of basic education, try to combined advanced management concepts and basic education management, further enrich the theroy of incentive system and the practical studies of non-governmental middle school staff, of the theory and practice, there is a certain historical value. On a practical level, this study can really improve the management level of employees and effectively improve the enthusiasm and initiative of staff, promote employees to work together to improve school quality and comprehensive benefits.It also has value for other non-governmental school's human resources management.This study uses the literature method, survey method, comparative method, statistical analysis and other research methods. Using the literaure method to access, analyze, organize. Using survey method to research the situation of incentive system, through the questionnaire survey and the interview face-to-face analyzed the incentive factors which affects the teacher community and their important relationship, and then analyzed the result of statistical and the interview on the contrastive analysis to the teacher questionnaire's, discovered that the problems such as its performance appraisal, salary incentives, spirit incentives and so on. Taking into account the actual situation of Jilin Normal University Middle School, analysis the reasons of the incentive mechanism's problem. To face these problems, according to the level theory, expectancy theory, equity theory and the theory of two-factor theory of motivation and remuneration of such theories put forward the following strategies: establish an effective pay management system, create a flexible remuneration system, provide fair pay to employees; In order to perfect the spirit incentive mechanism, they must estiblished the goal management of incentive mechanism,incentive the initiative and creativity, give task,make the staff to take part in management,satisfy their need of development, pay more attention to honors incentive,exert emotion incentive and so on to make it true.
