Talents' Strategy refers to the overall plan and design about long-term development of talent resource of an enterprise, a system, an area,or a country, which is a social systematic project with complicated content, various links and large time span. With the global economic integration, the industry-oriented economy is transforming into knowledge-oriented economy. The economic sustainable development is depending on occupancy and exploitation of talent resources more and more. The human resources become the first resource in new economic era. The talents competition among the organizations, cities, areas, countries is fiercer and fiercer.As a regional key city and an old famous industrial base of the whole country, Shenyang's development and revitalization lies in turning talent resources into the manpower capital, implementing the strategy of " Prospering the City by Talents ".This paper reviewed the history and current situation of talent resources in Shenyang, pointing out "Although Shenyang's talent is in heavy stock, its structure and quality lags behind the local economic development. Meanwhile , the author uses the formula S=S1* (1+K) t to analyze and predict the demand statement for various talents in Shenyang from 2005 to 2010, then puts forward the overall idea and concrete measures of the talents development strategy in Shenyang from 2005 to 2010.Guided by Deng xiaoping Theory and Thought of Three Represents', the talents development strategy in Shenyang from 2005 to 2010, should adhere to the six following principles: the Party is in charge of talents, talents ranks first, the development of talents should be promoted, the market disposes talents, the talents should be managed by Classification, talents development is in conform with legal system. The strategy should develop and introduce talents equally, centralizes in training, attracting, using talents, focuses on high-level talents' tapping, bases on skill-personnels' training,reform and innovate...
