The talents competition among the organizations, cities, areas, countries is fiercer and fiercer.As a regional key city and an old famous industrial base of the whole country, Shenyang's development and revitalization lies in turning talent resources into the manpower capital, implementing the strategy of " Prospering the City by Talents ".This paper reviewed the history and current situation of talent resources in Shenyang, pointing out "Although Shenyang's talent is in heavy stock, its structure and quality lags behind the local economic development.
