Behind the mainstream of economic development, countries inthe world have realized, a talent for the development of themainstream of the times has come Talent is the most importantstrategic resources; this concept is known for many countries in theworld. In twenty-first Century, the factors of production are requiredin almost all in a larger, wider and higher level participation in globalcompetition. In order to cope with the global competition, allcountries in the world take corresponding measures, effective meansthrough the reform of education and training system, from foreigntalent, raise huge sums of money to hire and implementation ofhigh-tech immigration reform, put a lot of manpower and resources,training and hunt their much-needed high-level talents. In a widerange of international competition, the country can have a sufficientamount, high-quality human resources, which the country’scomprehensive national strength will be significantly enhanced.As for our country, this has a large population, but not rich intalent power, so as the talent. Although the population is rich inresources, the human resources are relatively deficient, a situationthat is China facing. We have a huge number and cheap labor resources, but the lack of a large number of outstanding talents,which makes us behind the advanced countries in internationalcompetition, faced with "made in China""bottleneck", which hasbecome an important factor restricting our country to catch up withthe developed countries. Therefore, study on human resourcedevelopment, introduction and use strategies, has become China’sobjective requirement that have comparative advantages in the newround of international competition.In this paper, through the comparison of the mainland of China,Hong Kong and Taiwan area development, introduction, use ofpersonnel policies and measures, aimed to assess the current statusof human resources development in China, summarizes the relatedpolicy and the experience of Hong Kong and Taiwan, explore a roadwith Chinese characteristics, the talent of the road, for the directionof talent policy in the new time path, put forward reasonableproposals conducive to human resources development and utilization.Firstly, by the regional basis, to Hong Kong, Taiwan and themainland’s human resources policies from three angles, theintroduction of development, using individual states, combed therelevant policy and summarizes the three regions in all aspects,summarizes the main points of relevant policies; secondly, tocompare the various regions from three aspects introduction,development, use, determine the similarities and differences of thestrategy, and combined with the implementation of strategy of theirsuccess; finally, combined with national conditions of China andpresent situation of human resources development, found theproblem and put forward the corresponding settlement measures. Overall, to promoting the healthy development of our talent work,must do the following work: to increase personnel resourcesdevelopment investment, promote the teaching reform of highereducation, to strengthen the efforts to introduce talents, broadenemployment channels from the international perspective, pattern andthe achievements promotion combination of talents, optimize thetalent environment, working mechanism the use of innovative talents.At present, the talent competition has been white-hot state, how toremain invincible in the war, will be to speed up the construction ofpersonnel system in our country, the research of this problem, haveimportant practical significance to achieve the goal of "talent".
